EXAMINATIONS DEPARTMENTRegular Soldier
1.
The Director (Examinations) invites applications for the enlistment of
soldiers to serve in the Regular Force of the Armed Forces of Malta.
2. Applicants must:
a. be Maltese citizens;
b.
be eighteen (18) years of age by closing date of application and not
have reached the age of thirty (30) by 31st December, 2017;
c. be of good moral character;
d.
be not less than the minimum height required, i.e. 1.57m for males and
1.52m for females and of acceptable body weight in proportion to height;
e.
not have excessive tattoos, but definitely not on face and neck or
tattoos that are offensive, extremist, indecent or racist on any part of
the body
f. (i) be in possession of a pass in English language,
Maltese and Mathematics at MQF Level 2 (at least at Grade E or 7, or a
comparable level);
or
(ii) be in possession of a
recognised qualification at MQF Level 2, or a Secondary School
Certificate and Profiling qualification at MQF Level 2, awarded not
earlier than 2015. In both cases, components in English language,
Maltese and Mathematics must be included as core subjects.
or
(iii)
be successful in a written examination in the required subject/s
(English language, Maltese and Mathematics) which shall be conducted by
the Director (Examinations) and the Board of Local Public Examinations
as part of this Selection Process. Applicants who have successfully
fulfilled the minimum criteria of the written examinations forming part
of previous calls issued not earlier than 2013 (MGG 19,144 dated 27
September 2013) for enlistment of soldiers in the Armed Forces of Malta
(Regular Force) will be exempted from sitting for this examination.

Qualifications at a level higher than that specified above will be
accepted for eligibility purposes, provided they meet any specified
subject requirements.
4. Selection Process
4.1 The Selection Process consists of:
Part I – Physical efficiency test
Part II – Written examination (as per para 2(f)(iii))
Part III – Interview
Part IV – Medical examination
4.2 Applicants who fail to attend any part of the Selection Process will be considered to have withdrawn their application.
4.3
Applicants who at any time are found not to fulfil the requirements
laid out in paragraph 2 shall not be allowed to proceed with the
Selection Process or shall have their results annulled.
4.4
Vacancies will be filled in accordance with the final order of merit.
The validity of the final order of merit will expire after eight months
from publication of the final result. The final order of merit will be
determined by the total points gained in the Selection Process as
follows:
Part I – Physical Efficiency Test (Points: Maximum 300, Minimum 150);
Part
III – Interview (Points: Maximum 300, Minimum 150. An additional
maximum 100 points may be given for additional qualifications, provided
that applicants obtain a minimum of 150 marks in the Interview).
4.5
The list of applicants eligible, as per paragraph 2(f)(i) and (ii), for
Part III – Interview, shall be published on the Examinations Department
notice board, together with the result of Part II – Written
Examination.
5. Part I – Physical Efficiency Test
5.1
Part I of the Selection Process will be conducted by the Armed Forces of
Malta under the aegis of the Director (Examinations) and the Board of
Local Public Examinations. Applicants will be primarily checked for
height in order to ensure that they meet the requirements stipulated in
paragraph 2 of this call. Those who are found to meet the height
requirements will be subjected to a Physical Efficiency Test to ensure
fitness to Regular Force standards.
5.2 The minimum standards are as follows:
a. 1 mile run – not more than 8 minutes and 30 seconds for males, and 10 minutes and 18 seconds for females;
b. Push-ups – not less than 30 repetitions for males and 11 repetitions for females in a timed period of 2 minutes;
c. Sit-ups – not less than 37 repetitions for males and 35 repetitions for females in a timed period of 2 minutes.
5.3
Applicants must at least attain the minimum standard in each physical
test to be considered as having gained a pass in the Physical Efficiency
Test.
5.4 Applicants who fail in one feat only, i.e. either the
1 mile run or the push-ups or the sit-ups, will be allowed to re-sit
that one particular event not less than 10 days following the first
complete test, but if successful in such re-sit will only be entitled to
the minimum pass mark of 150, regardless of the scores obtained in the
other feats.
5.5 Results pertaining to Part I shall be published and displayed on the Examinations Department notice board.
6. Part II – Written Exam
6.1. Marks obtained in this part will not be taken into consideration in the final order of merit.
6.2
Part II of the Selection Process will be conducted by the Director
(Examinations) and the Board of Local Public Examinations. Applicants
who are not in possession of the qualifications specified in paragraph
2(f)(i) and/or (ii) and/or are in partial compliance with minimum
requirements of written examinations of previous calls as per paragraph
2(f)(iii), have to sit for a written examination in the required
subject/s (English language and/or Maltese and/or Mathematics).
6.3
Part II is intended to demonstrate that applicants have an MQF Level 2
in English language, Maltese, and Mathematics, which may be typically
comparable to Form II / III syllabi which can be viewed by accessing the

This part shall consist of three written exam papers in English language, Maltese and Mathematics as follows:
a. Paper I: Maltese (Duration: 2 hours)
Composition;
Comprehension;
Two grammatical/language tasks.
b. Paper II: English language (Duration: 2 hours)
Composition;
Comprehension;
Two grammatical/language tasks.
c. Paper III: Mathematics (Duration: 2 hours)
First
four operations (addition, subtraction, multiplication and division)
with practical application of Money, Time, Speed, Weights and Measures,
Capacity, Length and Areas, Fractions (Vulgar and Decimal), Proportion,
Averages and Percentages. Basic Geometrical facts (Angles, properties of
Basic Shapes), Bearings (use of Compass and three figure bearing to
locate a point, finding distance and bearing from a given scale
drawing).
Calculators are allowed during the examination.
6.4 Each of the three papers carries a maximum of 100 marks, whilst the pass mark in any of the papers is 50 marks.
6.5
Results pertaining to the Written Examination shall be published and
displayed on the Examinations Department notice board. Applicants may
request a revision of paper/s not later than 10 days from the date of
publication of results, according to conditions established by the
Examinations Department which will be communicated in due course.
7. Part III – Interview
7.1
Part III shall only be open to those applicants who qualify in Part I
and Part II (where applicable in accordance with para 2(f)) of the
Selection Process.
7.2 Part III will be conducted by the Armed
Forces of Malta. The interview is designed to assess an applicant’s
suitability for military service. Applicants are required to obtain a
minimum of 150 points in order to be considered further. The result is
final.
7.3 In the event of failure in the interview no points will be allocated for additional qualifications.
7.4 Points for additional qualifications will be allocated as shown hereunder:
MQF level 4 – 15 points per subject
MQF level 3 – 10 points per subject
MQF level 2 – 5 points per subject (except for core subjects)
7.5 Results pertaining to the Interview shall be published and displayed on the Armed Forces of Malta notice board.
7.6
With the exception of those qualifications referred to in paragraphs
7.7 and 7.8 hereunder, applicants are required to produce a recognition
statement by the Malta Qualifications Recognition Information Centre
(MQRIC) within the National Commission for Further and Higher Education
(NCFHE), which is to be obtained by submitting an online “Application
for the Recognition of Qualifications” at (
https://services.ncfhe.gov.mt/CertificationApplication.aspx). Such statement should be attached to the application and the original presented at the interview.
7.7
Prior to requesting recognition statements as per paragraph 7.6 above
in respect of their qualifications, applicants should first consult the
“List of Accredited Courses Offered by Licensed Institutions” of the
NCFHE which can be accessed on (
http://ncfhe.gov.mt/en/register/Pages/register.aspx).
Applicants are exempt from submitting a recognition statement as
mentioned in paragraph 7.6 if they are presenting qualifications listed
therein. A print of such list including the qualification is to be
presented by the applicant.
7.8 No recognition statement by MQRIC
is required in respect of qualifications issued by Maltese self
accrediting institutions, these being the University of Malta, MCAST and
ITS; or any Maltese qualification that has been accredited by the
NCFHE, which on the certificates states: ‘The National Commission for
Further and Higher Education deems this certificate to be MQF ___’.
7.9
In the case of qualifications not covered by paragraphs 7.7 and 7.8,
applicants are to submit the recognition statement as described in
paragraph 7.6. Applicants who are not in possession of such a statement
may still apply, provided that they submit a copy of the statement to
the receiving department/directorate as soon as it is available, and, in
any case, by not later than the date of the interview. Applicants may
be assessed provisionally whilst still awaiting MQRIC equivalence of
their qualification/s. Should the equivalence report be in the negative
or not presented by not later than the date of the interview, such
applicants will be disqualified from the Selection Process.
7.10 Original documents, recognition statements and/or certificates are to be invariably produced during the interview.
8. Part IV – Medical Examination
8.1
Applicants will be medically examined to ascertain that they are fit
for the post according to Regular Force standards. Further information
on the Regular Force standards would be made available upon formal
request by applicants. The AFM Medical Officers’ assessment of each
applicant’s medical fitness to serve in the Armed Forces of Malta will
be final and conclusive.
8.2 Applicants give their consent to the
AFM Medical Officers to retrieve, at any point in time until they have
been officially discharged from the service, personal medical records
from any Government and private hospital. Any irregularity and/or
discrepancy can be transmitted, by the said Medical Officers, to the
appropriate Officers in the Armed Forces of Malta.
9. Moral character
9.1
Applicants shall be of good moral character. Applicants shall, in the
application form, give their consent to the Malta Police to provide the
AFM with their criminal records.
9.2 Applicants are to apply at
the Police General Headquarters and pay the applicable fee so that the
complete record of criminal convictions (Fedina Penali) is made
available to the AFM for vetting purposes. Applicants are to attach the
receipt issued by the Police to the application form and include the
receipt number in the application form. Applications submitted without
this requirement shall not be deemed valid. Conduct certificates are not
accepted.
9.3 Vetting will be in accordance with AFM policies.
9.4
The AFM reserves the right to annul the result of the Selection Process
of any successful candidate who at any time is found to have an
unacceptable criminal record or has been dismissed from the AFM or any
disciplined Force.
10. Enlistment
10.1 Successful
candidates shall be enlisted to fill vacancies as Gunner Recruits and
will be required to undergo a basic training course, in collaboration
with the Academy for Disciplined Forces within the Ministry for Home
Affairs and National Security, of 5 months maximum duration. Recruits
may be discharged from the Service should they fail to achieve the
required standards.
10.2 Recruits who successfully complete the
training course will be confirmed in the rank of Gunners in the AFM and
shall be posted to various Units according to the exigency of the
Service.
10.3 Recruits will be placed on salary scale 16 with an
initial salary of €12,431 per annum. They will proceed to salary scale
15 after two years of service and to salary scale 14 after four years of
service. The enlisted persons may also become entitled to an Armed
Forces of Malta allowance of €48.23 every four weeks.
11. Submission of Applications
11.1
Application forms may be collected from the AFM Recruiting Office, Luqa
Barracks, Ħal Luqa, or directly from the AFM website on:
www.afm.gov.mt from Monday, 28th November, 2016.
11.2
Application forms should be handed in personally at the AFM Recruiting
Office, Luqa Barracks, Luqa), or at the Examinations Centre, Triq
Fortunato Mizzi, Rabat, Gozo between 8.00 a.m. and noon and from 1.30
p.m. to 4.00 p.m. between
Monday, 28th November, 2016, and Monday, 12th December, 2016 by 4.00 p.m.
(Central European Time. A valid ID card or another valid document that
certifies the identity of the applicant must be presented.
11.3 Together with the application form, applicants must produce:
a. colour passport sized photograph;
b. receipt issued by Police on application for issue of criminal record Fedina Penali. (Conduct certificates are not accepted);
c. copies of requested certificates including MQF statement;
d. an examination fee of €9.30, payment is accepted only by means of credit card or cheque.
11.4 Late applications will not be considered.
11.5
The Board of Local Public Examinations and the AFM shall, in their
respective parts, have the power to deal summarily with any applicant
who, while the Selection Process is in progress, is found to be guilty
of misconduct or of any other breach of the instructions issued for the
guidance of applicants.
11.6 The Board of Local Public
Examinations reserves the right to annul the Selection Process if any
irregularity is detected in connection therewith. Such annulment may be
in respect of the whole process even if the detected irregularity is in
respect of only one subject or a particular stage of the Selection
Process.
